The blocks in the water are the remains of piers on which the James Macarthur & Co paper mill was built in 1750. The high quality papers made were primarily used for shipping manifests, so there may be some in a library near you!
The Kelvin, as evidenced here does not have a consistent flow, so the mill relocated to Kelvindale and become a massive complex in the Victorian period.
